Policy for fostering innovation

Since the launch of the Innovation Union flagship by Commissioner Máire Geoghegan-Quinn last October, instruments and policies to improve the performance of the research and innovation systems in Europe have never been so much in the spot light.

Europe has a strong network of universities and research institution, but as highlighted by the rational for action accompanying the communication on the Innovation Union, Europe need to be better at turning its research into new and better services to remain competitive globally and improve the quality of life in Europe.

How can governments help companies, especially SMEs, quickly turn ideas into products? That’s the question I asked Craig Mundie, Microsoft’s Chief Research and Strategy Office, who also joined President Obama’s Council of Advisors on Science and Technology (PCAST) in 2009.
